Fiber Instrument Sales Inc., widely referred to as “FIS”, has been providing fiber optic materials since 1985. That’s 40 years of receiving referrals from satisfied customers, allowing the building of a database consisting of contractors, internet service providers, educational facilities, cable assembly houses, independent telcos, utility cooperatives, broadcast and fiber technicians working in all kinds of trades.

Throughout the years FIS manufacturing continues to grow, now offering extruded fiber optic cable with Corning optical fiber, pre-connectorized cable assemblies of various styles and fiber counts, fabrication of metal enclosures, injection molding of plastic boxes, building and calibration of fiber test equipment, assembly of connectivity enclosures, and fiber optic connectors. FIS has a satisfaction guarantee on products, giving confidence that our group of product line managers and engineers are releasing the best products under our ISO9001/2015 program documenting procedures to ensure quality.

FIS offers products compliant with the Build America, Buy America Act

FIS manufacturing supports broadband expansions across the USA with fiber optic products that qualify for government funding programs such as Broadband Equity Access and Deployment (BEAD).

FIS is excited to participate in the self-certification program of NTIA and provide a list of items proudly manufactured in the USA by our approximately 250 employees at facilities located in upstate New York.

It is critical to communicate with FIS if government allocated funds are being utilized in broadband projects. There are several programs such as BEAD, American Rescue Plan Act (ARPA), Rural Digital Opportunity Fund (RDOF), Middle Mile Grant Program, Tribal Broadband Project and others which may or may not require that products are predominantly made in USA, such as with the Buy America Build America Act.

Many products built at FIS comply with Buy America Build America (BABA) requirements or are currently waivered and available for purchase and use with BEAD funded projects.

The BEAD waivers on certain fiber optic products are for those products with availability concerns through market feedback and which have been authorized by National Telecommunications and Information Administration (NTIA).

FIS has noted on the attached parts list document the manufacturing location on BABA compliant items. Waivered items are included, and we made the indication in the comments column, as to which products are in compliance with the published list.
